القرن التاسع عشر الميلادي كان قرن الليبرالية فى أوروبا، حيث جسد المبادئ والقيم الليبرالية فى مؤسسات اجتماعية وسياسية واقتصادية، ولكن سيادة الليبرالية لم تستمر إلي وقت طويل، فسرعان ما ظهرت حركات سياسية واجتماعية مناهضة لها. وأدى هذا الوضع الى محاولات من أجل الإصلاح، لكن بطء الإصلاحات كان ملحوظاً وله تأثيرات عميقة على الحياة الاجتماعية والسياسية، وترتب على ذلك ظهور الاشتراكي القرن التاسع عشر الميلادي كان قرن الليبرالية فى أوروبا، حيث جسد المبادئ والقيم الليبرالية فى مؤسسات اجتماعية وسياسية واقتصادية، ولكن سيادة الليبرالية لم تستمر إلي وقت طويل، فسرعان ما ظهرت حركات سياسية واجتماعية مناهضة لها. وأدى هذا الوضع الى محاولات من أجل الإصلاح، لكن بطء الإصلاحات كان ملحوظاً وله تأثيرات عميقة على الحياة الاجتماعية والسياسية، وترتب على ذلك ظهور الاشتراكية بوصفها البديل القادر على ٳنجاز ما فشلت الليبرالية في القيام به. وفي هذه اللحظة تحول الصراع السياسي إلى صراع اجتماعي، واتسع نطاق الصراع ليشمل كل أشكال الحياة الإنسانية. وبحلول مطلع القرن العشرين أصبحت أوربا تواجه أزمة عميقة، أزمة تهدد الحضارة المسيطرة على العالم
إنطلاقا من نقده للأسس والمسلمات والفرضيات التي ترتكز عليها الفلسفات المعارضة للفلسفة السياسية الليبرالية، يقدم لنا "كارل بوبر" (1902-1994) مقاربته لما أطلق عليه "المجتمع المفتوح" ضد المجتمع المغلق. ويناقش هذا الكتاب أبعاد هذا التصور، وعلاقته بفلسفة العلم، التي رأى "بوبر" أنها يجب أن تدافع عن المجتمع المفتوح، ويجب عليها أيضا أن تتصدى للفاشية المترتبة على محاولات العودة للمجتمع المغلق.
