من الله عز وجل على مؤلف الكتاب بالحج إلى بيت الله الحرام، فكان منه عند رجوعه أن ألف هذا الكتاب لما استشعره من فضل لله سبحانه وتعالى وفضل السلطان قايتباي ووضعه في السياسية الشرعية ولكنه أدخل فيه التاريخ وخاصة من ولى مصر منذ الفتح الإسلامي حتى عصر السكان قايتباي وقد أطنب في سيره هذا السلكان مما يصح أن يقال أن هذا الجزء من الكتاب خاص في تاريخ السطان قايتباي وسرد من اخباره وعن سيرته الشئ الكثير وذكر نماذج من عدله وإحسانه على الرعية.
وقد رتب المؤلف الكتاب على افتتاحية وتسعة عشر بابا وسماه المقدمة السلطانية في السياسية الشرعية " وقد تناول في الأبواب الثمانية عشر المسائل المتصلة بالأحكام الفهية الجنائية كمسائل الحدود والقصاص واحكام والى الجرائم والقضاء والحسبة وقد استوفى موضوعات هذه الأبواب أو غيرها واستدل عليها بآيات الكتاب الكريم والسنة النبوية الشريفة وأقوال الأئمة وخاصة المذهب الحنفي.
وأما الباب التاسع عشر فقد تناول فيه جانبا من تاريخ مصر منذ الفتح الإسلامي حتى عصر السلطان قايتباي.
