الاقتصاد المؤسسي الجديد هو توجه بحثي حديث نسبيًا لتحليل العديد من قضايا التنمية، يؤكد على أهمية الأدوار الاقتصادية التي تلعبها المؤسسات ويسعى إلى تقديم فهم أفضل وأكثر واقعية لعمل النظام الاقتصادي مستعينًا بتحليلات العلوم الاجتماعية الأخرى. ويقوم الاقتصاد المؤسسي الجديد بتعديل بعض فروض النظرية النيوكلاسيكية بما يجعلها أكثر واقعية، فيبدأ من أن رشادة الأفراد مقيدة وأن المعلومات غير كاملة، وبالتالي فإن تنظيم المعاملات وإتمامها ينطوي على تكلفة إضافية يطلق عليها تكاليف المعاملات. ويذهب الاقتصاد المؤسسي الجديد إلى أن دور المؤسسات الفعالة هو العمل على تخفيض تكاليف المعاملات.
ويعد فرع "العمل الجماعي" من أهم فروع الاقتصاد المؤسسي الجديد، وهو يدرس الظروف التي ينشأ فيها التعاون المشاهد في الواقع، والمشكلات التي تعوق نجاحه وكيفية تغلب الكثير من الجماعات على تلك المشكلات، ودور المؤسسات كآليات لإنجاح العمل الجماعي. وتستعين هذا الفرع بأسلوب دراسة الحالة ونماذج نظرية المباراة والاقتصاد التجريبي. ويلاحظ أن العمل الجماعي بين صغار المزارعين قد أصبح ضرورة حتمية في ظل التغيرات الحادثة في مجال الزراعة في العالم، إلا أن صغار المزارعين في مصر لم يتعودوا على تنظيم وقيادة عمل جماعي خاص يخدم مصالحهم الاقتصادية.
ومن ثم تقترح الدراسة إنشاء تنظيمات جديد للعمل الجماعي في مصر يمتلكها المزارعون وتعمل كأي منشأة اقتصادية خاصة. وتنتهي الدراسة إلى أهم الشروط المؤسسية اللازمة على المستويين الكلي والجزئي لنجاح تلك التنظيمات. وقد كانت هذه الدراسة في الأصل رسالة ماجستير تقدمت بها باحثة شابة متميزة، وهي الاستاذة إيمان الشاعر مدرس الاقتصاد المساعد في كلية الاقتصاد والعلوم السياسية بجامعة القاهرة. وقد حرصنا على تقديم هذا العمل مساهمة منه في دعم الباحثين الشباب خاصة المهتمين بدراسة النظريات والاقترابات الجديدة في حقل الدراسات التنموية.
