على الرغم من أن التحول إلى اقتصاد السوق لا يعني تخلي الدولة عن دورها الاقتصادي، إلا أن دور الدولة في اقتصاد مختلط يطرح تحديات نظرية وعملية. فإذا كان التخطيط المركزي قد جرى التخلي عنه، ولم يعد مقبولًا أن تنفرد قوى السوق، لأسباب تتعلق بالعدالة، بتحريك كل القطاعات، فما الذي يمكن للدولة أن تفعله في هذا الاقتصاد هذه المشكلة حادة في مصر، فمازال القطاع العام يتمتع بوجود مؤثر في العديد من الأنشطة مثل المصارف والتأمين والصناعات الثقيلة والنفط والتعدين والمرافق الأساسية، كيف يمكن للدولة أن تدير اقتصادًا يجمع بين الوجود الكبير للقطاع العام، والنمو المتزايد للقطاع الخاص، وتعاظم نشاط الشركات الأجنبية؟. هل يكفي التخطيط التأشيري؟. وهل ستستجيب المشروعات المتوسطة والعاملون لحسابهم لإشارات البنك المركزي والسلطات الضريبية؟
هذه بعض الأسئلة التي يتناولها هذا الكتاب الذي كتب فصوله اقتصاديون مصريون وأجانب. وقد تناولوا في فصوله المختلفة النقاش النظري الخاص بدور الدولة، وقضايا سياسة الدولة في الاقتصاد المختلط بالنسبة لأنشطة وخدمات عديدة، وقارنوا تجربة التصنيع في مصر وكوريا الجنوبية، وختموا الكتاب بالدعوة إلى رقابة مجتمعية لعملية التحول إلى اقتصاد السوق. ويضم الكتاب كذلك المناقشات التي ثارت عندما طرحت النسخ الأولية لفصوله في مؤتمر نظمه شركاء التنمية في إبريل 2009.
