عندما يتميز النظام الاقتصادي بوجود وحدات كبيرة محتكرة سواء في جانب البيع (الإنتاج) أو في جانب الشراء (الطلب) فإن الحلول التي يتوصل إليها النظام الاقتصادي لا تكون حلولاً مثالية تحقق الاستغلال الأفضل للموارد. وتتدخل الدولة في مثل هذه الحالات لتعديل الحلول التي يتوصل إليها النظام الاقتصادي، وهدفها من هذا التدخل هو توجيه الاقتصاد إلى الحلول الأفضل والأمثل بقدر الإمكان.
وفي هذا الإطار يأتي هذا الجزء الثالث والأخير من كتاب مبادئ الاقتصاد والذي يضم محاولة أولية لوصف الأساس النظري لنظام الاقتصاد المختلط: الاحتكار وتدخل الدولة، يتكون هذا الجزء من خمسة فصول. الفصل الأول: يتناول التحفظات الأساسية على نظام الأسعار في صورته المثالية (نظام المنافسة الكاملة)، ويبين الأسباب الرئيسية التي تعمل على أبعاد الحلول التي يتوصل إليها النظام الاقتصادي عن صفة المثالية. وهذه الأسباب الرئيسية هي الاحتكار من جانب البيع (الإنتاج) والاحتكار في جانب الشراء (الطلب). ويتناول الفصل الثاني الاحتكار في جانب الإنتاج بينما يتناول الجزء الثالث الاحتكار في جانب الشراء.. وقد شملت المناقشة في فصلين توازن كل من المحتكرين وبعض الجوانب التحليلية الأخرى ذات الصلة. ويناقش الفصل الرابع باختصار تدخل الدولة وأشكاله والأدوات التي تستعمل لهذا الغرض، ويهدف تدخل الدولة بصفة عامة إلى حماية بعض الوحدات من أن تستغل من قبل وحدات أخرى تحقق مصالح خاصة بها بسبب كبر حجمها وقوتها الاحتكارية. ويستعرض الفصل الأخير الإشكال القانونية لمؤسسات الأعمال كما حددها نظام الشركات في المملكة العربية السعودية، وقد سبق هذا الاستعراض شرح للتركزات الرأسمالية الأفقية والرأسية.
