هذا كتاب متفرد في اقتصاديات التعليم وتكلفته وشئونه المالية، فقد قام الباحث بمجموعة من التحليلات الإحصائية والمالية المرتبطة بأعداد الطلاب المقيدين في مختلف مراحل التعليم بأنواعه وتبعياته المختلفة.
(حكومي/ خاص/ أزهري/ عربي/ لغات إلخ).. ثم لجأ إلي منهج أنماط المحاكاة وفقاً لثلاثة مشاهد من السيناريوهات لاستخلاص أحجام الإنفاق المالي الذي يتوقع من القطاع العائلي أن ينفقه علي مستوى السقف المنخفض والمتوسط والمرتفع في كل نوع ومرحلة من التعليم. وهو منهج فيه من الشمولية والتصور للحالات المختلفة ما يجعله كاشفاً عن الاحتمالات الواقعية في حجم الإنفاق. وبهذا المنهج المترابط وباحتمالاته الثلاثة يعتبر هذا البحث متفرداً في نوعه وفي خصوبة معلوماته.
ولست أريد هنا أن أكتشف عماً تمخض عن هذا البحث من بيانات تفصيلية وتجميعية مذهلة حول محاور الإنفاق الحكومي واتجاهاته، وفي حجم الإنفاق العائلي في المؤسسات التعليمية الرسمية والخاصة والأجنبية، إلي جانب حجم الإنفاق العائلي في نظم التعليم الرسمية والموازية، أو ما يطلق عليه تسمية (السوق السوداء التعليمية).
وأود أن أشير هنا مرة أخري، إلي أن من معالم تميز هذا البحث تركيزه علي السياسات والأساليب المالية المتبعة في تقدير حجم التكلفة التي يتم إنفاقها علي التعليم. وهو بعد أساسي في أي تفكير في قضايا دراسة الواقع التعليمي وفيما يمكن تخصيصه من تقديرات لإمكانات تنفيذه. وهذا ما تفتقده الغالبية العظمى من الدراسات والبحوث والرسائل الجامعية، بل وفيما تضعه وزارتا التربية والتعليم والتعليم العالي من خطط واستراتيجيات لتطوير المنظومة التعليمية. وتبقي كل تلك الجهود التخطيطية تائهة في فضاء الينبغيات التي تتطلب موارد واستثمارات معينة تجعلها قابلة للتنفيذ. هذا إلي جانب ما تستدعيه من تطوير وتعديل في السياسات والأولويات القائمة في الإنفاق الحكومي أو العائلي.
