لم تكن الولايات المتحدة الأمريكية تقصد التورط في لاوس، إلا إن حربها في فيتنام، أنتقلت إلى ذلك البلد ونتيجة لذلك تدخلت الإدارة الأمريكية في لاوس منذ عام 1954 وللسنوات الثمانية التالية، لملأ الفراغ الذي خلفه الفرنسيون، ولإحتواء التوسع الشيوعي في جنوب شرق آسيا، فضلاً عن حماية مصالحها هناك، وبما أن لاوس تحتل موقعاً بالغ الأهمية من الناحية الجغرافية في شبه جزيرة الهند الصينية، فإن أمنها كان متصلاً بأمن جنوب فيتنام وتايلاند، ونتيجة لذلك احتلت لاوس أهمية كبيرة للولايات المتحدة الأمريكية، وكان الهدف المعلن للسياسة الأمريكية هو "الحد من النفوذ الشيوعي في لاوس"، على الرغم من أن إدارة الرئيسين إيزنهاور وكيندي ترجما تلك المهمة بشكل مختلف، إذ سعى الرئيس إيزنهاور للقضاء على الشيوعية في لاوس، في حين أن الأخير قبل بالشيوعية، إلى حد ما، ولكن حاول الحد منها، ومن ثم فإن كلا الرئيسين حاولا تحجيم النفوذ الشيوعي بأية طريقة ممكنة إلا أنه باء بالفشل.
