هذا الكتاب، كما يبدو من عنوانه، هو محاولة للإجابة عن أسئلة من نوع: هل تستطيع الصين تحقيق نهضة بحرية؟ وما هي التحديات التي يمكن لها أن تواجهها؟ وكيف تستطيع تحقيق نهضتها بأسرع ما يمكن؟ وهي أسئلة ثلاثة شغلت محاولات الإجابة عنها منذ القدم، أذهان العلماء الباحثين في الشؤون الصينية، ولا سيما السياسية منها، والاقتصادية، والعسكرية، والبحرية، والتاريخية.
وعليه، فإن الإجابة التي يقدمها هذا الكتاب يمكن لها أن تتباين من أوجه مختلفة عن الاستنتاجات التي توصلت إليها النقاشات والأبحاث السابقة لها.
