يبحث هذا الكتاب في أسباب ظهور نظام الدولة الذي نعرفه الدولة القطرية ذات السيادة الذي ينظر اليه غالبا على انه نتيجة حتمية للتطور التاريخي. غير ان المؤلف يعتمد مقاربة مختلفة محاولا بذلك تجاوز المشاكل المفاهيمية التي عانت منها العديد من الادبيات التي تعتني بمسالة تغير الأنظمة.
اذ ينظر المؤلف الى نمو الدولة وبخاصة فكرة السيادة التي جاء بها نظام الدولة في اواخر القرون الوسطى في مقابل البدائل التي تزامن ظهورها مع ظهور الدولة ذات السيادة ولا يعنى بالنظر الى نمو الحكومة في مقابل المجتمع.
يعرج المؤلف على النماذج التفسيرية التي حاولت تفسير التغير المؤسسي الذي افرز نظام الدولة ذات السيادة فيبين قصورها على الإحاطة بكافة المتغيرات المتدخلة في هذا المخاض الذي عقب تدهور الفيودالية. يرى هندريك سبروت ان هذه التفسيرات تعتمد وجهة نظر أحادية الخطية وهو ما جعلها تعزو ظهور الدولة الوطنية ذات السيادة حصرا الى تفوقها الحجمي وقدرتها على شن الحروب. يسعى هذا الكتاب الذي يصدر عن نسخته العربية من مركز نماء الى الإجابة على بعض الأسئلة المهمة التي تنير فهمنا لمسالة تغير الأنظمة في النظام الدولي: لماذا اتخذت بعض الحكومات شكل حكم سيادي قطري وامتنع بعضها الآخر عن ذلك؟ ولماذا أصبحت الدول ذات السيادة بمرور الوقت العناصر الوحيدة المكونة للنظام الدولي مقصية بذلك كل ما سواها؟ وكيف تؤثر فكرة السيادة على العلاقات بين الدول؟ وكيف يساعدنا ادراكنا لديناميكيات تغير الأنظمة على تحديد مآل شكل الدولة الراهن؟
