لم يتوان العراق طيلة ما سبق عن تقديم الدعم والعون السياسي والمادي لجميع الأقطار العربية دون استثناء، فكانت مواقفه القومية حيال القضايا والأحداث التي مرت على الوطن العربي نموذجاً للسياسات القومية الوحدوية. لقد كانت أحداث الحادي عشر من سبتمبر عام 2001م فرصة سانحة لعرض ملامح المخطط الصهيوني الأمريكي لإعادة صياغة الشرق الأوسط. حيث تلاقت الأهداف الأمريكية مع الأهداف الصهيونية من خلال الإستراتيجية الكونية التي أعلنها الرئيس الأمريكي في 20 سبتمبر عام 2002 في ذكرى مرور عام على أحداث 11 سبتمبر عام 2001 والتي جاء فيها "أن الولايات المتحدة الأمريكية كانت توافق وتساير عدم النظام في الشرق الأوسط، وكان اهتمامها الأول والأخير منصبا على النفط وامن إسرائيل فقط"، على اعتبار أن الصراع العربي الإسرائيلي لم يكن يهدد التوازنات الإستراتيجية، بل إن عدم الاستقرار كان يخدم أمريكا ليجعل الجميع تحت سطوتها في المنطقة. إلى أن فوجئت بهجوم تنظيم القاعدة، وفي قلب السعودية ظهر تهديد المصالح الأمريكية الذي جسده أسامة بن لادن وكان هدفه المعلن إخراج القوات المسلحة الأمريكية من الأراضي المقدسة واقامة دولة إسلامية تهيمن على منابع النفط في العالم. وفي ضوء ذلك قرر بوش الابن إعادة تشكيل الشرق الأوسط بغزو جمهورية العراق وإزاحة حكم صدام حسين.
