حلمي التوني هو فنان تشكيلي مصري متخصص في التصوير الزيتي و التصميم ، ولد بمحافظة بني سويف بمصر في 30 إبريل عام 1934 ، حصل على بكالوريوس كلية الفنون الجميلة تخصص ديكور مسرحي عام 1958 و درس فنون الزخرفة و الديكور ، تولي العديد من المناصب ، و اقام العديد من المعارض سواء محلية أو دولية ، عاش بالقاهرة و بيروت و التي كانت زيارته الفنية لها لمدة 3 سنوات ، كما ان العديد من الناس في مختلف دول العالم يقتنون الكثير من لوحاته ، كما ان متحف الفن المصري الحديث بالقاهرة يقتني أيضا عديد من لوحاته القيمة ألف كتاب ( ماذا يريد سالم ) .
يعتبر حلمي التوني من أبرز الفنانين في مجال تصميم الكتاب و المجلة في العالم العربي .
أشرف على اخراج الأعداد الثلاثة الأولى من مجلة شموع عام 1986 .
عمل في تصميم أغلفة الكتب ، والاخراج الصحفي لعدد من دور النشر حتى بلغ عدد أغلفة الكتب التي رسمها أكثر من ثلاثة آلاف كتاب غير المجلات التي رسم أغلفتها أيضا .
ألف و صور العديد من كتب و ملصقات الأطفال والتي نشرت بعدة لغات بواسطة المنظمات التابعة ل الأمم المتحدة .
صمم العديد من الملصقات الحائطية للمسرحيات والأفلام .
صمم لمسرح العرائس شخصيات مسرحية ( صحيح لما ينجح ) التي الفها صلاح جاهين .
الجوائز المحلية : حصل على عدة جوائز من لوحاته في صالون القاهرة - معرض القطن .
حصل على جائزة سوزان مبارك الأولى والتميز للرسم لكتب الأطفال 3 مرات .
الجوائز الدولية : جائزة اليونيسيف عن ملصقة للعام الدولي للطفل عام 1979 .
جائزة معرض بيروت الدولي للكتاب لمدة ثلاث سنوات متتالية منذ عام 1977: 1979 .
جائزة معرض ( بولونيا لكتاب الطفل ) عام 2002 .
فاز بميدالية معرض ( ليبرج الدولي لفن الكتاب ) الذى يقام مرة كل ستة سنوات.
