تتناول هذه المحاضرة القضايا التي تتعلق بالوضع الأمني الراهن في سريلانكا، والخوف المتواصل من أن البلاد قد دخلت في ما أصبح يسمى "نصف حرب"، يهدد عملية السلام ويسخر من اتفاقية وقف إطلاق النار لعام 2002. وعلى الرغم من بداية ما كان -في الظاهر- عملية نشطة للسلام، إثر توقيع اتفاقية وقف إطلاق النار، فيبدو أن الحرب قد بدأت مجدداً الآن. من هنا يمكننا القول إن حرب إيلام الرابعة، التي أخذت تتكشف في الوقت الراهن، ربما تثبت أنها حرب إيلام النهائية والحاسمة. ويبدو أن نمور تحرير التاميل مجهزون ومسلحون وممولون جيداً، ويتحلون بالتركيز ويمتلكون الدافع. فكل هجوم عقابي تشنه الحكومة -على الرغم من أنه رد على أعمال نمور تحرير التاميل، مثل هجمات بألغام كلايمور المضادة للأفراد والمفجرين الانتحاريين- إلآ أنه يسبب أضراراً موازية في الطرف الآخر، هذا علاوة على أنه لا يحد من جهود التجنيد التي يقوم بها النمور، وعلى نحو مغاير، نجد أن قوات الأمن التابعة للحكومة السريلانكية مشتتة، حيث يبدو الارتباك في كل من هرم القيادة الأمنية وآليات اتخاذ القرار، ما قد يوحي بأن القائد العام لا يستوعب الواقع السياسي- الاستراتيجي للوضع الراهن، وأن الدولة تفتقر إلى استراتيجية تتعامل بها والهجوم التالي. أما الحالة المعنوية وسط قوات الأمن فمنخفضة، كما تتزايد انتهاكات حقوق الإنسان، تماماً مثل الهروب من الخدمة في منطقة النزاع.
