يتناول الدليل مفهوم آليات الحماية الدولية لحقوق الإنسان وكيفية إبرام الاتفاقيات الدولية والتزام الدول الموقعة أو المصدقة بهذه الاتفاقيات، وموقعها بالنسبة للقوانين الوطنية. كما يقوم بعرض لأجهزة وهيئات الأمم المتحدة الرئيسية مثل الجمعية العامة والأمانة العامة والمجلس الاقتصادي والاجتماعي ومجلس حقوق الإنسان ومحكمة العدل الدولية، وطبيعة عمل كل منهم، يعرض الدليل أيضًا اللجان التعاهدية لحقوق الإنسان ودور واختصاص هذه اللجان، كما يناقش دور المقررين الخواص وآلية تقديم الشكاوى حول انتهاكات حقوق الإنسان. كما يخصص الكتاب فصلاً كاملاً لمجلس حقوق الإنسان، يُعرِّف فيه المجلس وتكوينه وشروط عضويته وانتخابات المجلس ومهامه واختصاصاته، ويتطرق إلى الدورات الاستثنائية للمجلس، بالإضافة إلى آليات الاستعراض الدوري الشامل لأوضاع الدول ومعايير عمل آلية الاستعراض والوثائق والمعلومات التي تستند إليها، واللجنة الاستشارية لمجلس حقوق الإنسان.
كذا يناقش الدليل دور المنظمات الحكومية في آليات الحماية الدولية لحقوق الإنسان، وبالأخص المنظمات ذات الصفة الاستشارية في المجلس، ومعايير منح هذه الصفة الاستشارية وحقوق وفئات المنظمات التي تتمتع بها، يخصص مُعد الكتاب فصلاً كاملاً عن المصطلحات التي يتم استخدامها خلال التعامل مع آليات الحماية الدولية لحقوق الإنسان، كما يخصص فصلًا آخر لعرض المعايير الدولية لحماية حقوق الإنسان ويقسمها إلى اتفاقيات تحمي مجموعة كاملة من الحقوق، واتفاقيات تحمي فئات معينة، واتفاقيات تواجه انتهاكات معينة، واتفاقيات توفر حماية في حالات معينة مثل “النزاع المسلح”، واتفاقيات لحماية العدالة الجنائية الدولية، والآليات الإقليمية لحماية حقوق الإنسان.
