ما يميز التطور الديمقراطي في الكويت عن التحولات الديمقراطية في العديد من دول العالم هو تطورها السلمي ونموها من خلال تطور بنية المجتمع المدني ومسؤوليات بناء وتطوير مؤسسات الدولة الحديثة، فكل محطة في مسيرة الكويت الديمقراطية كانت تؤسس لنقلة وتطور أكثر نضجاً وأكثر نباتاً، ويمهد بدوره لتطور لاحق بشكل سلس وسلمي عز نظيره في التجارب الديمقراطية الحديثة.
