تُعتبر روسيا لاعباً قديماً في الشرق الأوسط. ومسألة العلاقة معها شغلت بال القيادة والشعب في "إسرائيل" على طول السنين. العلاقات بين الدولتين شهدت صعوداً ونزولاً- فالاتحاد السوفياتي أيّد إقامة "دولة إسرائيل": لكنّه مع مرور الوقت وقف إلى جانب أعدائها. وبعد انهياره. توقّف عن التدخل في الشرق الأوسط. وبعد عشر سنوات. أعادت روسيا التدخل من جديد.
أحداث "الربيع العربي" التي تفشّت في الشرق الأوسط عام 2011. أوجدت واقعاً إقليمياً جديداً له تداعياته المعقّدة على المنطقة والساحة الدولية. النتيجة هي أنه بعد سنوات من عودة روسيا للتمركز في المنطقة وإعادة إكتساب إنجازات لا بأس بها لناحية علاقتها مع دول المنطقة. فإنها وصلت إلى مفترق طرق فيما يتعلق بسياستها فيها. وروسيا كسائر الجهات الدولية. فوجئت من التحوّلات الإقليمية التي كبّدتها خسارة ثروات بالغة الأهمية. وعلى الأثر نجد أنها عملت لاحتواء وحصر الأضرار وتوظيف الجهد الحثيث لتحديد مراكز النفوذ وفتح علاقات متجذّرة فيها. هذا المسار شهد احتكاكات مع دول في المنطقة ومع خصوم في الساحة الدولية.
إزاء تشكّل الواقع الجديد. نشهد مؤشرات لتغيّرات حقيقية في سياسة روسيا الشرق أوسطية. من بينها تزايد الأهمية والوزن الخصّ ب "إسرائيل" حالياً. من منطلق الإفتراض بأن تعزيز التعاون معها سوف يُسهم في خدمة المصالح الروسية في المنطقة.
إن هدف هذه المذاكرة هو الوقوف على أساسيات الروسية في الساحة الدولية عموماً، وفي الشرق الأوسط خصوصاً. وهذا من خلال تحديدالمصالح التي توجّه هذه السياسة في المنطقة والمفاهيم التي تنبثق عنها الخطوات العملية لتحقيق وتطبيق هذه السياسة. في هذا الإطار، سيتّم استعراض مفهوم السياسة الخارجية الروسية وتطبيقها على المستوى الشامل، وأيضاً، استعراض السياسة الروسية في الشرق الأوسط، من خلال التوسع في تحليل علاقاتها مع المنظومة الإسلامية، وسياستها في السياقات الإقليمية والثنائية، وسياستها إزاء المسار السياسي في الشرق الأوسط والمشاركين فيه، بما فيهم إسرائيل.
