إن الريف المصري لم يحرز منذ فترة طويلة أي تقدم فحالته الاجتماعية والاقتصادية مقلقة فعلا وذلك بسبب نظام العمد العتيق وسياسته التي لم تعد متمشية مع النظام مما تسبب فى إصابة الريف المصري بالتخلف لما يجعله من الحكم للحاكم دون أهل القرى ودون الاهتمام بصالح الأفراد ونظرا لان نظام العمد من أهم النظم وأخطرها لما فيه من احتكاك بأكبر قدر ممكن من الشعب فأنة لابد أن يستغل فى التطوير خاصة وان الاستعمار قد استغله سابقا فى نشر التخلف فى البلاد لذلك فقد عقد العزم علي تعديله وأخذت التشريعات المنظمة له تتوالى وقد زاد الجدل حول النظام ومدى صلاحيته فيرى البعض انه نظام وضعة الاستعمار لنشر التخلف والظلم إلا ان مؤلف الكتاب يرى ان هذا النظام من أنسب الأنظمة ويدعو الى تطويرها لأنها في تحسن مستمر والعمدة أصبح يحافظ على النظام والتقدم فى بلده.
