"التصحر ومشاكل المياه في دول شبه الجزيرة العربية آفاق وحلول" كتاب سلط الضوء على أهم مشكلة عالمية، مشكلة التصحر حيث دلت الإحصاءات على أن هذه الظاهرة الخطيرة بإمكانها التأثير في حياة أكثر من (600) إلى (700) مليون نسمة إذا عمت مكانة المناطق المهددة بالتصحر، كما أنها تهدد أكثر من (50) مليون نسمة تعيش في المناطق الجافة المجاورة للصحارى إضافة إلى أن هذه المشكلة معرضة للتفاقم في المستقبل مع التزايد المتسارع لسكان المعمورة إذا لم تتكاثف البشرية جمعاء في التصدي لها والعمل على إعادة المناطق التي تصحرت الإنتاج الرعوي والزراعي والحراجي المتوازن تلبية لحاجات سكان هذه المناطق والمناطق المتاخمة لها. كما سلطت الضوء أيضاً على المياه التي هي بمثابة الروح للأرض وحياتها تجسيداً لما جاء في الآية 30 من سورة الأنبياء (وجعلنا من الماء كل شيء حي).
ذلك أن التوفر المحدود لموارد المياه العذبة هو واحد من التحديات الأساسية إن لم يكن أكثرها أهمية ن أجل التنمية الاجتماعية والاقتصادية لأنه يعود إلى أن حالات نقص المياه مع العقد القائمة سوف تؤثر عملياً على جميع القطاعات التي تستهلك المياه. وذلك لعدم وجود سياسات شاملة والخطط الجاهزة لتقييم موارد المياه وتطويرها وإدارتها، إذ ليس لدى الغالبية من دول شبه الجزيرة العربية الخطط الجاهزة للتنفيذ بخصوص موضوع توفير المياه إذ أن الخطط الموجودة حالياً بحاجة إلى تحديث وإعادة تقييم (برأي أصحاب الشأن والمعنيين بموضوع المياه) كما أن الضعف في الترتيبات المؤسساتية القائمة يشكل عقبة كأداء إذ تضاعف عدد الجهات المسؤولة عن شؤون المياه مما أسفر تداخل في المسؤوليات وازدواج في الجهود، إضافة إلى عدم وجود قواعد وتشريعات واضحة لتوجيه عملها الإداري مما يترك ثغرات الأنشطة التي تقوم بها. لذلك التعاون والتنسيق على المستوى الإقليمي بين دول شبه الجزيرة العربية يبقى الأمر المطلوب خاصة لتنظيم موارد المياه الجوفية المشتركة بينها.
واحتياجات جميع دول شبه الجزيرة العربية لها والايتان ببدائل تنظيمية للتغلب على حالة الاختلال بين العرض والطلب.
