لما قرر السادات استخدام المعسكر الإسلامي في حربه ضد المعسكر اليساري، وترك المناخ مفتوحاً لهذا التيار الإسلامي، تعاملت الأجهزة الأمنية وفق سياسة "كف الأيدي" بما يخدم الرؤية لسياسية للنظام الحاكم، فتركت الساحة لهذه المجموعات، واكتفت بالمراقبة من بعيد، حتى إذا قرر النظام استخدام بعضها لضرب الآخر، كانت الأجهزة الأمنية مستعدة للتعامل مع هذه المجموعات، وهو ما حدث تفصيلاً مع جماعة شكري مصطفى "التكفير والهجرة" ثم مع تنظيمات تالية مثل الجماعة الإسلامية والجهاد.. ثم الإخوان المسلمين، وتنفرد صفحات هذه الموسوعة بكشف سيناريوهات لم تكن للسياسة الأمنية الكلمة العليا فيها دائماً، بل أحياناً كانت صاحبة رد فعل لا أكثر، لأن زمام الأمور كان قد أفلت من يدها واستطاعت هذه الجماعات والتنظيمات على اختلافها أن تبني لنفسها هيكلاً منظماً لم تكن ملفات الأمن تعلم عنه شيئاً، رغم أن أكثرها تم تشكيله تحت سمعها وبصرها في السجون والمعتقلات!! ونعود إلى القسم الأول من الحركات والذي انخرط فيه مجموعات من الشباب أطلقت على نفسها اسم "جماعة المسلمين" وأطلق عليها الإعلام المصري في ذلك الوقت "جماعة التكفير والهجرة" وهذه الجماعة تحديداً هي بطلة الأحداث التي سوف نتحدث عنها في ذلك الكتاب.
