صدر هذا الكتاب في فبراير 2017 في قمة الجدل بين طبقات الشعب المصري حول أحقية سيادة وتبعية جزيرتي صنافير وتيران، وكان هذا الكتاب من المؤلف في هذه القضية وكان لا يمكن نشره في ذلك الوقت وقضية جزيرتي صنافير وتيران تتداول في أروقة المحاكم. ولم أكن مكلفاً من قبل أي جهة لتقديم هذا الكتاب، ولكن دفعتني المصلحة العامة لشعب مصر وفي وقت عصيب مرت به الدولة المصرية أن أوضح رؤيتي التي جمعت بين العلم بقانون البحار والخبرة العملية بالبحر وبتوفيق من الله نال هذا الكتاب التقدير العلمي القانوني المشرف الذي يليق باطلاع اساتذة القانون الدولي عليه، والحمد لله قد ساهم هذا الكتاب بشكل ما في الخروج الآمن من أزمة الحكومة المصرية في قضية صنافير وتيران، وذلك بطريقة قانونية وقد نلت كل الاحترام والتقدير من الجمعية المصرية للقانون الدولي على هذا المجهود. وبالرغم من انتهاء قضية جزيرتي تيران وصنافير بالتصويت بالأغلبية بمجلس النواب المصري على اتفاقية ترسيم الحدود ونقاط الحدود مع المملكة العربية السعودية في جلسة الخميس 15 يونيو 2017 إلا أنه حتى الآن ونحن على مشارف استقبال 2020 أشعر أنه لم تتضح الصورة بعد لدى الغالبية العظمى من الشعب المصري؛ فرأيت أن أنشر هذا الكتاب للقراء في مصر والوطن العربي ومعظم دول العالم ليصل إلى كل عربي يحب البحث عن الحقيقة! وإذا علمنا أنه إذا لم يكن قد تم التصويت بالأغلبية في مجلس النواب المصري على اتفاقية ترسيم الحدود مع المملكة، ونتوصل إلى هذا الحكم بأنفسنا؛ ستضطر حكومتيَ مصر والسعودية إلى أن تنفق مليارات الدولارات للحصول على نفس الحكم من محكمة العدل الدولية. وحينئذ لن تقتصر الخسائر على المادية فقط، ولكن خسائر في جميع مجالات التعاون مع المملكة ستكون أكبر. ولذلك بقي أن نقتنع تماما بالحكم الصادر من مجلس النواب المصري، وأن نقرأ هذا الكتاب مرات عديدة حتى نرضى بالحكم الذي صدر بأغلبية مجلس النواب ونتذكر الحقيقة.
