إن الفكرة من وراء نشر هذه الأوراق الدبلوماسية المتناثرة هى إلقاء الضوء على بعض مراحل العمل الدبلوماسى التى قطعتها خلال خدمتى فى مواقع متفرقة على امتداد أكثر من ثلاثين عاماً. وقد قصدت أن أجمع فيها عدداً من المفارقات والمواقف التى صادفتنى خلال هذه الرحلة إلى جوار الإنطباعات والتعليقات السياسية عن بعض البلاد التى عملت فيها بحيث تجمع فى النهاية بين الجد والطرافة. فهى ليست مذكرات سياسية تقليدية وإنما هى أوراق ذات مذاق خاص. ولعلها بهذه الصورة تكون مقروءة من الفرد العادى، ومن ربة البيت بحيث يجدون فيها سياحة خفيفة حول العالم. أما عن الدبلوماسى المحترف –أياً كان البلد الذى ينتمى إليه- فاعتقد أنه سيجد فى هذه الأوراق حصيلة تجربة وخبرة زميل له قد تفيده، وقد يجد نفسه فى مواقف مماثلة -وقد يتفق مع الأفكار التى أوردها الكاتب وقد تكون له آراء مغايرة، ولكن فى جميع الأحوال ربما يجد فيها صفحات مشوقة وعبرة لأنها فى واقع الأمر تعكس ذاته وتصور أوضاعه- وما الدبلوماسيون فى مجموعهم إلا أسرة عالمية كبيرة ذات شخصية ذاتية مستقلة لهم كوادر متقاربة ومسميات وظيفية موحدة ومشاكل معيشية متجانسة، ولهم أسلوبهم المتميز فى التفكير الذى يجمع بين شخصياتهم القومية وتوجعاتهم الدولية.
