يتضمن الكتاب أربعة نقاشات رئيسية، تهدف في مجملها إلى تحليل كيفية وصول العراق إلى وضعه الحالية، وكيفية إعادة بنائه. النقاش الأول يدور حول الطبيعة الاصطناعية لنشأة الدولة العراقية، وآثارها على بناء الدولة بعد ذلك بقرن، والنقاش الثاني يرتبط بمسألة الهوية في المجتمع العراقي، وماذا كان يعني أن يكون المرء "عراقيا"؟ وما الذي يعنيه ذلك الآن؟ أما النقاش الثالث فيدور حول طبيعة السلطة السياسية في العراق، والتأثيرات التي أحدثتها عقود من السياسات غير الديمقراطية على المجتمع العراقي. وأخيراً فإن النقاش الرابع يركز على آليات بناء الدولة في المجتمعات والدول التعددية المتحررة من ظلال السطوية.
وبرغم أهمية مثل هذا التحليل التاريخي المركب في فهم الأنماط والقواعد الأساسية التي حكمت اتجاهات تطور الدولة والمجتمع في العراق خلال القرن الماضي، فإن فهم الواقع الحالي للعراق والتنبؤ بمستقبله يتأثران بالتحولات العميقة التي يشهدها العراق. فمع كل فظاعة إرهابية تودي بحياة عشرات من الشيعة في بغداد، وفي كل وقت يخطف فيه "فريق موت" شيعي المزيد من الضحايا السنيين، ومع عودة كل عائلة كردية إلى كركوك، وكلما نفذت القوات المتعددة الجنسيات حملة مهووسة لقتل المتمردين أو المدنيين، تتم صياغة قواعد لأنماط جديدة. والسؤال هو: أيمكن أن تصبح تلك الأنماط الجديدة دائمة، أم أن الأنماط والقواعد القديمة مازالت باقية، ويمكن الاعتماد عليها في إعادة بناء العراق كدولة اتحادية متعددة الطوائف؟
