هذا الكتاب إذا كان هناك ثمة دراسات عديدة فى الجريمة والسجون.. فإن هذه الدراسة تختلف عن غيرها فى تبنيها تفعيل قواعد الحد الأدنى لمعادلة المذنبين بالنظر إلى السجن كمجتمع متكامل قائم بذاته فى المواثيق الدولية والإسلامية التى اقرتها مراكز حقوق الإنسان.
وقد أوضحت دائرة معارف الخدمة الإجتماعية والجنائية الصادرة عن الجمعية الأمريكية أن المفكرين فى علم الجريمة والقانون والقائمين على المؤسسات القضائية... أيضاً قد أعربوا عن قناعتهم بان هناك كثيراً من العيوب والأضرار ترتبط بالمؤسسات العقابية (وقد أبدت الملاحظة والمعايشة والتجرية هذا الذى ذهب إليه هؤلاء المفكرون والعلماء). وعلى الرغم من قناعة هؤلاء بهذه الآثار السلبية والأضرار والعيوب التى تنجم عن السجون وغيرها من المؤسسات العقابية فإن كبار العلماء من الإجتماعيين والنفسيين وعلماء القانون الجنائى وعلم العقاب فى محاولة العمل على أن تصبح مؤسسات الإبداع والسجون أكثر التزاماً بالمبادئ والأصول الإنسانية والعلمية فى أدائها وبرامجها والدعوة نحو تفعيل مجموعة قواعد الحد الأدنى لمعاملة المذنبين بإعتبارها حقوق أصلية للمذنب داخل السجن.
