إن مما دعاني لأن أكتب هذا البحث ما نشاهده يوميا من عمليات الإنشاء المتلاحقة دون ضابط أو رابط فى زمن عمت به البلوى، واستشري فيه الخروج عن نصوص القانون جريا وراء عرض زائل، ونهم إلى المال بدون وازع من ضمير. حتى رأينا التطاول فى البنيان، والتجاوز فى ارتفاع طبقات البناء إلى درجة تثير الاشمئزاز، وتبعث فى النفس السوية الكآبة.
والمفترض أن تقام المباني على قواعد من الذمة والشرف وتراعب فيها الثقة والأمانة مما تتصف بصفات فنية واشتراطات قياسية وأسس قانونية. لذا كان لا بد أن يراعي القائمون بمهام الفن المعماري، الإتقان في الصنعة والالتزام بالمواصفات القياسية بما ينفع الناس ويمكث فى الأرض، فإن الله يحب إذا عمل أحدكم عملاً أن يتقنه (حديث شريف).
ومن هنا كان على كل راع مسئولية تقع على عاتقه في منظومة العمل المعماري! مالك العقار، المهندس الاستشاري، المهندس التنفيذي، مقاول البناء. فكان لنا أن نتعرض لمسئولية كل هؤلاء بعون من الله ولعل من يقوم على رأس الأمر في مجال الإنشاءات ويكون على ذروة سنامه، إذاصلح صلح معه هذا المجال وارتقي، وإذا فصد فصد معه وانحدر.
