تنظر المجتمعات إلى التعليم بأنّه ضرورةٌ من ضروريات الحياة، وهو ركيزةُ التطور والنماء الاجتماعي والاقتصادي، إذ يُعَدّ الاستثمار الحقيقي لكل الجهود البشرية التي يقدمها الإنسان، خصوصاً في ظل التحديات والتغيرات المتسارعة التي يشهدها العالم الحديث.
ولا شكّ أن المؤسسات التعليمية والتربوية تسعى جاهدة إلى تطوير أعمالها، رغبةً منها في اللّحاق بركْب التطوّر العلمي والتقني؛ لتجعل لها مكانًا متقدماً أمام المجتمع ومؤسساته (الحريري،2007 :11)، ولإعداد المؤسسة التعليمية للمنافسة العالمية، وتحقيق أقصى قدرٍ من الفوائد المرتبطة بالطفرة التكنولوجية الحالية في مجال التعليم (Abidin and Mansor,2016: 83).
وتعتمد المدارس في تحقيق أهدافها وفعاليتهاعلىقدرتهاعلى استثمار مواردها البشرية، وليس كلُّ موظفٍ مهمًا في المؤسسة، لكن يمكن القول بثقةٍ إنّ الموارد البشرية مُهمة عندما يتعلق الأمر بالمدارس والمعلمين، حيثُ يُعَدّ العمل مع المعلمين الذين سيساعدون المدارس على المُضيّ قُدماً، والابتكار والتغيير إستراتيجية إدارية مُهِمّة (GÜNEŞ and KARA, 2017:144).
