هذا الكتاب ناقش الإطار النظري للعلاقة بين التعليم والأمن في ظل تطور مفهوم الأمن القومي، ويتناول مفهوم الأمن القومي وأبعاده المختلفة، وذلك من خلال دراسة أثر المتغيرات العالمية والإقليمية والمحلية على المفهوم وما أدت إليه من ظهور الاتجاه التكاملي وعدم قصره على بعد معين كما كان سائداً من قبل.
كما يقدم دراسة للأبعاد الداخلية والخارجية لتطوير التعليم في مصر وذلك من خلال مبحثين، ومبحث يوضح الأبعاد الداخلية وما تهدف إليه السياسات التعليمية من وراء تطبيقها وذلك لتنمية وغرس مفاهيم وقيم معينة في نفوس النشئ، ومبحث آخر يتناول الأبعاد الخارجية للتطوير فهو يتناول بالدراسة دور التطورات العالمية وآثارها على التعليم وخاصة ثورة التكنولوجيا العولمة، كما يتضمن أيضاً دور الأطراف الخارجية من دول ومنظمات في التأثير على السياسة التعليمية في مصر.
كما يتضمن استرتيجيات تطوير التعليم المختلفة وإنعكاساتها على الأمن القومي المصري وذلك من خلال مبحثين يتنول أهم استرتيجيات التعليم بداية بوزارة د/ احمد فتحي سرور، والتي أعلنت إدراكها لأهمية دور التعليم في حماية وحفظ الأمن القومي، إلى وزارة د/ يسري الجمل، والآليات والوسائل التي استخدمت لإحداث التطوير ومبحث أخر يتناول آثار سياسات التطور السابقة على الأمن القومي المصري وما أدت إليه من نتائج أثرت على المفهوم واستقراره، كما يتضمن خطوات إجراء الدراسة الميدانية... ثم نتائج تطوير سياسات التعليم وانعكاستها على الأمن المجتمعي لمصر.
