تمضي كلّ من تركيا وإيران في سياسة بناء السدود الكبيرة على درجة وروافده دون إستشارة العراق، فيما يتفق الخبراء على أنّ منطقة الشرق الأوسط من أوائل المناطق في العالم التي ستجفّ منها المياه، وهكذا يتوقّع جفاف نهري درجة والفرات في غضون عقدين أو نحو ذلك.
ويصوّر النشطاء السدود العملاقة كالجلطة التي تضرب شريان الدم لدى الإنسان، وإذا لم نتحرّك بشكل أكبر وأسرع فإنّ "جلطة اليسو" ستضرب شريان دجلة - مع الأسف - في القريب العاجل، وستتبعها جلطات أخرى قد تؤدّي إلى الشلل أو الموت التامّ لهذا النهر المهمّ، مثلما حصل مع شقيقه الفرات.
وتسوء حال المياه، وتسوء معها حال المفاوض العراقيّ في آن واحد، فكلّما مرّ الوقت قلت المياه وضعف المفاوض العراقيّ في معادلةٍ تبدو طردية ومستمرّة حتّى يومنا هذا.
المفاوض والمسؤول العراقيان يتعذران بأنّ الحكومة العراقيّة ليس لديها سند قانونيّ للوقوف في وجه الحكومة التركية أو الإيرانية، وهذا رأي غير صحيح بالمرّة، لأنّه يرتكز على ما هو غير متوفر من الحجج القانونية، وعلى القول بأن العراق أضعف من أن يحمي أمنه المائي، والإكتفاء بالمطالبة بــ "حصص عادلةٍ، أو بتوقيع إتفاقيات لإقتسام المياه، وذلك ما شجع تركيّا وإيران على الإستمرار في بناء السدود الضخمة دون رادع.
إنّ المطالبة بــ "حصص عادلة" موقف أثبت فشله وضرره على أمن العراق المائيّ، ولم يعد ملائماً أو كافياً بأي حال من الأحوال، لذا ينبغي إتخاذ مواقف جديدة أكثر تفصيلاً تهتم بكلّ حالةٍ على حدةٍ، وتقاوم بناء مثل تلك المشاريع بدلاً من غضّ الطرف عنها.
أهمية هذا الكتيب تأتي من كونه يشخص - بموضوعيّة - عوامل ضعفٍ خطيرةً في الموقف بدائل ممكنة، مستنتجاً أن المطلوب هو العمل داخل العراق على عوامل الضعف الذاتيّة، وأنّ مساحة العمل مفتوحةٌ للجميع، فكل له دوره في الدفاع عن بقاء الرافدين.
