هذا الكتاب عبارة عن قصة أخلاقية مؤلفة من عدة فصول وضعت على ألسنة البهائم والطير، وحوت من الأخلاق والحكم خيراً كثيراً، سمي الكتاب باسم أخوين من بنات آوى هما كليلة ودمنة وهما اسمان مأخوذان عن اللغة السنسكريتية أى الهندية القديمة، ودمنة يمثل التجسيد الحي لكل طامع طامح محتال، وكليلة بمثابة الصوت الناصح والضمير المؤنب، ومنذ البدء يتضح لنا الحوار بين السلطان والمفكر أي بين الملك دبشليم والحكيم بيدبا، فالأول تلميذ حاكم والثاني معلم مدبر، وإذا هذا التلميذ الآمر الناهي تغريه السلطة التي حازها فتغره وتفسد فكره، ومن ثم يظهر أمامنا أن كليلة ودمنة رمز لدرس في السياسة يشير به رأس المفكر الناصح على رأس السلطة الحاكم.
