تستأثر الصين واليابان بأهم الأدوار الإقليمية فى شمال شرق آسيا، وإن لم يكن في شرق آسيا بأكمله. وتفرضان وجودهما-إلى جانب الولايات المتحدة-في كل قرار إقليمي هام. وهناك أيضاً كوريا الجنوبية وكوريا الشمالية وتايوان، وهي أيضاً تملك من القدرات والإمكانيات ما يسمح لها بالاعتراض على بعض الأمور ويتيح لها التأثير في القرارات. والخطير في الأمر أن هذه القوى منخرطة-بصورة مباشرة-في صراعات إقليمية، يمكن أن تجر إليها باقي القوى الكبرى في المنطقة، وإن كانت لا تمارس دوراً يذكر في القضايا الأخرى، يعكس الصين واليابان والولايات المتحدة، التي تستطيع التدخل وإحداث التأثير في كافة الأنشطة والقضايا الإقليمية. ولعل روسيا هي الدولة الوحيدة من خارج المنطقة-بخلاف الولايات المتحدة-التي يمكنها القيام بدور مهم في القضايا الإقليمية، وإن تكن هذه القضايا قليلة وهامشية إلى حد ما. ذلك أن نصيب روسيا من النشاط الاقتصادي للمنطقة تقلص إلى حدوده الدنيا، إلى جانب افتقارها للقوة العسكرية التي كان يتمتع بها الاتحاد السوفيتي السابق.
في الوقت ذاته لا يوجد في منطقة شمال شرق آسيا منظمات أمنية أو منتديات استشارية، ناهيك عن أي منظمات تحمل قدراً من التشابه مع منظمة حلف شمال الأطلسي أو مؤتمر الأمن والتعاون في أوربا. ومن ثم فإن السياسات الحالية في المنطقة، يشكلها أساساً مجموعة معقدة من العلاقات الثنائية بين دولها. وأهم هذه العلاقات، من وجهة نظر الأمن الإقليمي، هي العلاقات الصينية-الأمريكية، والصينية-اليابانية، والأمريكية-اليابانية. ويقدم توماس ويلبورن في كتابه هذا من سلسلة "دراسات عالمية" تحليلاً لهذه العلاقات الثنائية المعقدة، في محاولة منه لاستخلاص مؤشرات مستقبلية عن مدى استقرار الأوضاع في منطقة شمال شرق آسيا.
وليحيط بكافة جوانب موضوعه قسم دراسته إلى ثلاثة أجزاء: ألقى من الأول منها نظرة شاملة على أوضاع المنطقة، أما في الثاني فاستعرض أركان المثلث الاستراتيجي في شمال شرق آسيا، متناولاً بالتحليل أهداف القوة الكبرى (الصين واليابان والولايات المتحدة) وسياساتها فيما يتعلق بأمن الإقليمي وعلاقاتها المتحدة. أما في الجزء الثالث فحاول استخلاص انعكاسات هذه الأوضاع على الولايات المتحدة.
