يعد العمل المنتج من المقومات الرئيسية للتنمية في مختلف مفاهيمها: الاقتصادية والاجتماعية والبشرية، فالعمل هو العنصر الرئيسي من عناصر الإنتاج ومصدر النمو الاقتصادي والكسب الفردي، وهو المدخل الرئيسي لمكافحة الفقر وضمان الاندماج والسلام الاجتماعيين. وفوق ذلك كله فالعمل هو من العناصر المحددة لهوية الإنسان، يعطي لحياته معنى وكرامة. ومن هنا فإن نجاح أي استراتيجية أو خطة للتنمية يتوقف إلى حد بعيد على مدى اهتمامها بأوضاع القوى العاملة وإيجاد الحلول المناسبة لمشاكلها، وعلى وجه الخصوص على أخذها في سياسة تعمل في اتجاهات رئيسية أربعة:
1-خلق فرص علم منتج على نحو يقضي على البطالة في مختلف أشكالها.
2- تعزيز قدرات القوى العاملة على القيام بالأعمال المنتجة وزيادة الإنتاجية برفع مستوياتها التعليمية ومستويات تأهيلها وتدريبها على الصعيدين المهني والتقني. 3-تأمين الإمكانات التي تتيح للقوى العاملة مواجهة ظروف حياتها المعيشية من أجور لائقة وخدمات اجتماعية أساسية وقوانين عمل حديثة.
4-إقامة الأطر المؤسسية التي تتيح للقوى العاملة الاشتراك في اتخاذ القرارات التي تتناول مباشرة وغير مباشرة مختلف جوانب حياتها.
في هذا الإطار تنطلق هذه الدراسة حول أوضاع القوى العاملة في لبنان من مقولتين المقولة الأولى هي أن القوى العاملة في لبنان تعاني مشاكل حادة في الاتجاهات الأربعة سابقة الذكر، وتحديداً البطالة بأشكالها المختلفة، والتدني في مستوى تأهيلها المهني والتقني والتدهور في ظروف حياتها المعيشية، وضعف اشتراكها في القرار.
أما المقولة الثانية فهي أن لبنان ولا يزال يفتقد سياسة عمالة بالمعنى الصحيح. وتخلص الدراسة من هاتين المقولتين إلى محاولة تحديد المحاور الرئيسية للسياسية الواجب اعتمادها في مجال القوى العاملة، وذلك في ضوء أوضاعها الحالية والتحديات الاقتصادية الإقليمية والدولية التي يواجهها لبنان على عتبة القرن الحادي والعشرين.
