هذه مجموعة من التعليقات حول الشؤون العربية نشرت في زاوية "حدث النهار" بين 1993 و2007. وهي فترة شهدت المنطقة خلالها أحداثاً مفصلية بدءاً من اتفاق أوسلو وتداعيات عملية السلام وصولاً إلى احتلال العراق وتمزقه، مروراً بانعكاسات تفجيرات 11 أيلول الإرهابية على العرب وصورتهم، ودخول إيران لاعباً أساسياً في قضاياهم.
لكن رغم هذه التحولات التي أصابت المنطقة بما يشبه الزلزال، بقي عجز الأنظمة العربية هو السمة الغالبة. ومن تجلياته أنه إذا توفرت فرصة، ترددت هذه الأنظمة حتى أضاعتها. وإذا واجه حكامها أزمة، اختلفوا وتفرقوا. وإذا بادروا ولو نادراً ارتبكوا وسارعوا إلى التراجع. فلا هم استطاعوا استعادة ما تبقى من فلسطين، ولا استطاعوا انقاذ العراق لا من جور الحصار ولا من أهواء صدام ولا من وطأة الاحتلال، ولا استطاعوا حماية السودان من حروب تآكلته، ناهيكم بأزمة لبنان وعزل ليبيا وانهيار الصومال ونزف الجزائر. هذا غير فشلهم في تطوير العمل العربي المشترك ومؤسساته. قضية واحدة ما تزال تجمعهم وتستنفر طاقاتهم: رفع الجدران في وجه أي إصلاح ديمقراطي حقيقي يمكن أن ينهض بالعرض ويعيدهم إلى خريطة العالم.
