وفي مواجهة آثار التلوث تلك، سُلطَ الإهتمام على الصعيدين المحلي (الوطني) والدولي على حق رئيس للإنسان وأضحى أساساً لكل الحقوق التي ظهرت عبر جيلين منها؛ الإجتماعية والإقتصادية والثقافية، فضلاً عن المدنية والسياسية، وهو الحق في العيش في بيئة نظيفة من التلوث، وهو حق مرتبط بشكل أساس وأصيل بالكرامة الإنسانية وحق الوجود الآدمي الذي أقرته الشرائع السماوية والوضعية.
