ينقسم هذا الكتاب إلى خمسة فصول الفصل الاول يدور حول التطور البنائي والوظيفي للنقابات الثلاث استنادا إلى الإطار القانوني التمثل في قوانينها ولوائحها والثاني يدور حول النقابات المهنية والسلطة السياسية قبل 1952 والثالث يغطي المرحلة الانتقالية من 1952 حتى حل مجلس قيادة الثورة وانتخاب جمال عبد الناصر رئيسا للجمهورية في 25 يونيو 1956 والرابع يتناول النقابات والسلطة السياسية في الحقبة الناصرية ( 25 يونيو 1956- 28 سبتمبر 1970 ) اما الفصل الخامس والاخير فيتناول النقابات والسلطة السياسية في الحقبة الساداتية ( 1970- 1981) . وقد تناول الباحث في كل مرحلة مواقف النقابات الثلاثة تجاه قضايا الديموقراطية والسياسة الخارجية والنظام القضائي والنظام الصحفي والسياسة الاقتصادية والقضايا النقابية والمهنية كما استخلص الباحث سياسات السلطة تجاه النقابات في كل مرحلة.
