وقد فادتنى قراءة الواقع المتغير فى خريطة النظام الدولى وكذا خريطة النظام الإقليمى العربى، إلى طرح التسال المنطقى إلى أى مدى يتعرض كل من النظامين - الولي والإقليمى - إلى درجة من التغير أو درجة منم الثبات او الاستقرار ؟ والإجابة عن هذا التساؤل قد فتحت باب الاجتهاد واسعا بين علماء السياسة وخاصة اساتذة العلاقات الدولية فى مصر والوطن العربى ، وجزء كبير منهم يميل إلى إعتبار أننا نشهد نظاما دوليا جديدا واستخدم هذا المفهوم فى كتاباته إلى ان أشيع فى الكتابات الأكاديمية وعلى الطرف الآخر يقف فريق يرى أن التغيير الذى أصاب النظام الدولى لا يزال سطحيا ومؤقتا.
