يكتسب هذا العمل أهمية خاصة يستمدها من حداثة مجاله في الكتابة التاريخية، كما يستمدها من أمتلاك المؤلف خبرة بحثية بدراسة مثل هذه الموضوعات، لم يكتسبها فقط من اشتغاله بالتأريخ لها وإنما قبل ذلك من دراسته القانونية في كلية البوليس واشتغاله فترة عملية في مجال الشرطة. لقد بدأ الدكتور عبد ا لوهاب بكر دراسته بفصول عرض من خلالها تطور أنواع وأساليب الجريمة في سياقها التاريخي فبدأ بدراستها منذ بداية القرن العشرين حتى بداية الحرب العالمية الاولى عام 1914 ثم انتقل إلى دراسة تطور الجريمة منذ بداية الحرب حتى فترة الكساد الاقتصادي العالمى عام 1929 وانعكاسها على المجتمع المصري ليدرس بعدها وضع الجريمة منذ بداية الثلاثينيات وحتى نهاية الحرب العالمية الثانية وآثارها السلبية ، ثم درس تداعياتها حتى قيام ثورة يوليو 1952، وقدم فصولا مهمة عالج فيها أسباب الجرائم واختلافها تاريخيا، والمناخ الذي يؤدي إلى زيارتها أو نقصانها ، وطبيعة الإختلاف بين جرائم المدينة وجرائم الريف.. كما سلط أضواء التحليل العلمي على ظاهرة احتراف الإجرام ونموها، والتشريعات العقابية التى استهدفت الدفاع عن المجتمع. لقد نجح المؤلف في جذبنا إلى "الشوارع الخلفية" وأسرارها وخباياها، حيث تفرخ الجريمة وتبيض فأمتعنا بقدر ما أفادنا علميا بالكشف عن ذلك الجانب من التاريخ الاجتماعي لمصر المعاصرة.
