إن المنظمات الدولية هي فرع من فروع القانون الدولي العام، وقد يكون الفرع الأهم من بين الفروع الأخرى، فلم تُبتدع المنظمات الدولية نتيجة فلسفة خاصة، وإنما وجدت في سياق التطور العالمي لتجسيد طموحات الدول والشعوب في إدارة وتيسير علاقاتها الدولية.
ولم تُبرز أهمية المنظمات الدولية إلا نتيجةَ لتشابك العلاقات الدولية وتداخلها وزيادة النزاعات الدولية وتناميها، ونتيجةً لحتميات ولدتها التجارب القاسية التي مرت بها دول وشعوب العالم وألقت بالبشرية في أتون كارثة رهيبة، فالحرب العالمية الثانية كانت أشد عنفاً من الأولى، وقد خرجت الشعوب منها بملايين القتلى والجرحى والمشوهين، وبما لا يُقدر من الخسائر المادية، وعلى الرغم من هول الكارثة التي أصابت العالم وأدت إلى إنهيار النظام العالمي، فإن اليأس لم يجد سبيلاً إلى أفئدة البشر فقد تولد وعياً جديداً لإقامة تنظيم دولي جديد... ولهذه الأسباب وبعد إنتهاء الحرب العالمية الثانية أُنشأت منظمة الأمم المتحدة.
