تأسست بعثة الأمم المتحدة لمساعدة العراق United Nations Assistance Mission for Iraq التي تُعرف اختصاراً باسم (يونامي UNAMI) بموجب قرار مجلس الأمن ذي الرقم(1500) في عام (2003) وذلك بناءً على طلب من حكومة جمهورية العراق، إذ كان المبدأ الأساس من تشكيلها هو تأسيس بعثة سياسية مهمتها تقديم المشورة والمساعدة للعراق في المجالات القانونية والسياسية والاقتصادية والاجتماعية والإنسانية، وتقديم الدعم للدولة بعد تغيير النظام السياسي انسجاماً مع المرحلة الانتقالية التي تتطلب إعادة تأهيل المؤسسات والإسهام في استحداث مؤسسات جديدة على وفق آلية التحول في النظام السياسي العراقي وانتقاله نحو الديمقراطية والتعددية. أما من ناحية الدور الذي تؤديه المنظمة الدولية في العراق، فهناك عدة وكالات متخصصة تابعة للمنظمة عملت خلال الحصار الاقتصادي في تسعينيات القرن الماضي في البلد وفقاً لبرنامج النفط مقابل الغذاء، فضلاً عن فرق التفتيش الدولية التي أُنشئت على وفق قرارات مجلس الأمن بعد عام 1991 وصولاً إلى عام 2003 وإعلان الولايات المتحدة الحرب على العراق للإطاحة بالنظام السياسي آنذاك والتي أدت إلى خروج بعض الوكالات التابعة للأمم المتحدة واستقرارها في بعض الدول المجاورة، ثم عادت المنظمة الدولية مجدداً بعد انتهاء الحرب على وفق قرار مجلس الأمن (1483) الذي أقر باحتلال العراق والقرارات الصادرة فيما بعد التي أسهمت في تأسيس بعثة الأمم المتحدة لمساعدة العراق (يونامي).
