إن الموضوع الرئيسي الذي نعالجه في هذا الكتاب هو ما هي وما ينبغي أن تكون عليه العلاقة بين نظرية علم الإجتماع وتطور وتحقيق وتعضيد السياسة الإجتماعية، وسوف نحاول أن نبين جانب واحد فقط من هذه العلاقة، أعني المعيار المهني لعلم الإجتماع وتأثير ذلك على موجهاته في البحث الموجهة نحو السياسات الإجتماعية، إن علماء الإجتماع اليوم أكثر إهتماماً بالنتائج العملية لابحاثهم، ومن ناحية أخرى، فإن صانعي السياسة الإجتماعية يعتمدون على الأدلة الإمبريقية لتعضيد وجهة نظرهم أو لنقد الأراء التي يقترحها الآخرون، والملاحظ الأن، أن الكثير من علماء الإجتماع يميلون إلى الإعتقاد بأن المعرفة عن (الواقع) تؤثر بلا شك في (المثل) التي تعتنقها، فليس هناك معنى للإعتقاد في شئ ما بدون أن يكون هناك براهين لتحقيقه، بمعنى آخر، أن (الحقائق) هي التي تشكل (القيم) التي نعتنقها، ولهذا يجب أن نعطي إهتماماً للجوانب الخاصة بالحقائق المتعلقة بمشاكل القيم، واختيارتها.
ولقد حاولت في هذا الكتاب بأبوابه الثلاثة أن أبين موقف علم الإجتماع من قضايا السياسية الإجتماعية وقد جاءت الأبواب الثلاثة كالتالي: الباب الأول (علم الإجتماع وضايا السياسة الإجتماعية) ، الباب الثاني (مجالات السياسة الإجتماعية في المجتمعات النامية) ، الباب الثالث (تقيم لنظام الضمان الإجتماعي).
