ان ما ذكرناه اعلاه لا يمثل اكتشافا علميا اذ انه موجود وفعال منذ ان اخترع الانسان مفهوم المؤسسة قبل مئات السنين. ما نريد ان نسلط عليه الضوء في كتابنا هذا هو المستجدات التي طرأت في السنوات الاخيرة على تصرف كيان بيئة العمل، وكيف على كيان او نظام المؤسسة ان يتعامل معها. ان اغفال او عدم اكتراث المؤسسات بتغير تصرفات بيئتها الخارجية هو دون ادنى شك مهلك لها، سواء كانت مؤسسات حكومية او خاصة. الجديد في تصرفات البيئة الخارجية للمؤسسات هو اتجاهها نحو الاضطراب بشتى القطاعات المكونة لها بما في ذلك قطاعاتها الاقتصادية والسياسية والتكنولوجية وغيرها.
