يحاول هذا الكتاب ان يكشف عن مواقف ومسئوليات الصحافة العربية تجاه النظام العالمى الجديد والمشكلة العربية الكويتية فى ان واحد ولما كانت الصحافة العربية فى مجملها تعكس اربع تيارات سياسية وفكرية هى التيارات الحكومية والقومية و الليبرالية و الاسلامية فقد اعتمد الكتاب المنهج المقارن ليس فقط بين مواقف ومسئوليات التيارات الاربعة بل بين موقف التيار الواحد من فترة لاخرى اذا ان المواقف الحكومية نظرا لكونها مواقف سياسيه متذبذبه ومفتقدة للمبادى والثوابت فقد تغيرت من فترة لاخرى عبر الحديث عن النظام العالمى الجديد اضافه الى اان التيارات الايديولوجية الاخرى كانت تقسم فى بداية تشكيل مواقفها بالمعارضة الحادة ثم تلين شيئا فشيئا فقد ادخلق بعض المرونة والتعديلات التى جعلت مواقفها تتمايز من فترة لاخرى وتتزايد اهمية هذا الكتاب فى الوقت الحالى عصر العولمة نظرا لاعادة انتاج فكر النظام العالمى الجديد تحت مسمى اخر .. العولمة .
