في هذا الكتاب دراسة لمشروع الاتحاد العربي وذلك من خلال دراسة جامعة الدولة العربية من خلال منظور ليبي. وقد جاء في ثلاثة فصول تناول الول منها مفاهيم التنظيم الدولي والإقليمي ودراسة الجامعة العربية حيث هى بيت القصيد في تلك الدراسة، والفصل الثاني يقوم بالتعريف بمشروع الإتحاد العربي واهدافه ومبادئة واجهزته ومشروع ميثاق جامعة الدول العربية .. ليصل إلى الفصل الثالث الذي يتابع تأثير مشروع الاتحاد العربي على جامعة الدول العربية ، وقد قامت الدراسة على إثنين من الفرضيات هما ان المنظور الليبي جاء لإحداث تغيرات شاملةوعميقه في جامعة الدول العربية تحولها إلى جامعة الدول العربية ، أما الفرضية الثانية فكانت عن الواقع العربي الذي يحتوي على معوقات لذلك المنظور الليبي بما فيه من مشروعات بديلة.
