ورثت إمبراطورية الموحدين ثلاث دويلات تنازعت فيما بينها على السلطة، المرينيون في المغرب والزيانيون في تملسان والحفصيون في تونس، وطوال ثلاث قرون (12م- 15م) أُضعفت هذه النزاعات الكيانات السياسية، وساهمت عوامل اخرى في تدهور وتقهقر هذه المماليك وتراجعها، ومن بينها ركود النشاط التجاري الداخلي الذي أدى إلى تحول مراكز تجارتها الدولية، وركود الحياة العلمية وشيوع ظاهرة التقليد، وقد أصبحت السلطة الحاكمة غير قادرة على فرض سلطتها، فاستقلت كثير من الأسر بحكم المدن والنواحي.
وقد تحقق خلال القرن الرابع عشر الميلادي توازن قوى بين الممالك المغربية الثلاثة فعم إستقرار الخارجي نظراً لتكافئ القوى بين دويلات الثلاثة، وفي ظل تقهقر الإمارتين الزيانية والمرينية خلال القرن 15م استعادت إمارة الحفصيين قوتها، ومحاولة من امرائها دفع المخاطر الخارجية المهددة لهم وبعث النهضة حقيقية، على غرار دولة المرينية التي شهدت تقهقراً واضحاً بسبب سياسة الصراعات الداخلية المتمثلة في الوزارة والمؤامرات الخارجية والمثمثلة في النصارى، وأما تلمسان التي تحررت من تهديدات المرينيين والحفصيين فلم تجد في ذاتها من القوة والتماسك ما تستطيع أن تفرض به سلطتها.
