إن مؤلف هذا الكتاب هو البروفيسور باول كوليز وهو غني عن التعريف؛ لشهرته بما قدمه من مؤلفات عديدة وهامة في مجال العلوم الاجتماعية.. وعندما ألّف كتابه هذا كان أستاذاً لهذه العلوم في جامعة برادفورد، وكتابه الذي بين أيدينا، في رأينا، أحسن ما كتبه في مجال الدراسات التاريخية، بل خير مؤلفاته، وجاء هذا الكتاب تحت عنوان: The Ottoman Impact on Europe أي الاندفاع العثماني في أوروبا، والذي يطل من خلاله على حضارتين مختلفتين وقوتين متصارعتين، فمن خلال هذا الكتاب يمكن فهم التدرج في القوة والانحطاط لهاتين القوتين بشكلين متعاكسين فيما بينهما بفعل عوامل عدة حكمت كلاً منهما، داخلية وخارجية، فكرية واقتصادية وتقنية وغيرها. ففي الوقت الذي بلغت فيه الإمبراطورية العثمانية ذروة قوتها في القرن السادس عشر، كانت أوروبا قد بدأت مرحلة النهوض، وبدأت قدماً كي تصل إلى قمة هرم الحضارة والقوة العسكرية، وبدأت الدولة العثمانية تنحدر من على قمة الهرم العسكرية إلى سفوح الانحطاط، ومن جهة أخرى كان لتهديد القوة العثمانية دورها في تنشيط الدول الأوروبية لاقتحام الصعاب والصعود إلى الأعلى بعد أن طال الصراع بين دولها وأقاليمها بسبب الفرقة المذهبية ثم القومية.
