تميز لبنان, عن باقي الأقطار العربية, بتركيبته الاجتماعية- السياسية ذات السمة التعددية, وبالتوازن النسبي القلق للفئات (الطوائف والقوى السياسية) المكونة لها, مما لا يسمح لأية فئة منها على حدة بفرض طابعها وسيطرتها على المجتمع كله. وقد كان الاختلال يصيب, في بعض الأحيان, ذلك التوازن النسبي الدقيق بين القوى الاجتماعية والسياسية المختلفة, فتحدث صراعات داخلية, تطول أو تقصر, ثم تعود حالة التوازن من جديد. وفي خضم إحدى حالات الصراع الداخلي العنيف في منتصف القرن الماضي ولدت الصحافة اللبنانية (1858).
وتتحدد مشكلة هذه الدراسة وهدفها في محاولة إيضاح طبيعة النظام الصحافي اللبناني وسماته وخصائصه وشروطه وحدوده, والعوامل السياسية والاقتصادية والاجتماعية المؤثرة عليه والمشكلة له, وبالتالي معرفة سمات حرية الصحافة ومداها في هذا النظام. وتسعى الدراسة بذلك إلى الإجابة على السؤال الأساسي التالي: ما هي خصائص النظام الصحافي اللبناني؟ وما هي مقوماته وسماته؟ وما هي طبيعة حرية الصحافة فيه, وما سماتها ومداها وحدودها, وما المؤثرات الإيجابية والسلبية عليها؟
