ولدت الصهيونية سياسيا بعد المذابح التي إقترفت ضد اليهود في روسيا القيصرية، لقد كانت مشاكل اليهود في الحركات الثورية المناوئة للقيصر وللحكومة الروسية سببا في تسليط الظلم عليهم والتنكيل بهم وبرزت ظاهرة معادة السامية في بلدانها خشية تدني مستوى المعيشة فيها. برزت بالتالي ضرورة حل هذه المشكلة خارج الأقطار الأوروبية الاستعمارية. وإنسجاما مع خطة الإستعمار بدأت الدول الأوروبية الاستعمارية تبحث عن حلول تخدم مصالحها، ومع تبلور الصهيونية اليهودية السياسية بعد مؤتمر بازل 1897م أخذت كل من ألمانيا وبريطانيا تتنافسان علة إستخدام موجات الهجرة اليهودية من روسيا كل لمصلحتها. وأخذت فلسطين شكل المكان الأمثل لاستغلال موقعها الإستراتيجي العالمي. وتصاعدت أهمية فلسطين إبان الحرب العالمية الأولى وفي نهايتها حيث كان التسابق بين غليوم الثاني وحكومة لويد جورج على من سيتبنى الحركة الصهيونية ويربط مصيرها على أرض فلسطين بسياسته. كان الصهاينة اليهود قد توزعوا في جهتين أولهما ألمانيا تسعى لوعد من غليوم الثاني بوطن قومي في فلسطين تحت رعاية وحماية ألمانيا حليفة تركيا وثانيتهما بريطانيا وتسعى لنفس الهدف تحت رعاية وحماية بريطانيا
