يصعب في المرحلة موضوع البحث الحديث عن البلاط الملكي باعتباره مؤسسة قائمة بذاتها لها مواقفها وتوجهاتها وسياستها المستقلة عن مواقف وتوجهات وسياسة الملك فيصل الأول فالمبدأ المعروف والقائل بأن الملك يسود ولا يحكم لم يكن ينطبق على الملك فيصل الأول الذي أخذ من اللحظة التي تولى فيها عرش العراق كل الأمور بيده وأصبح عنصراً فاعلاً في السياسة العراقية طيلة مرحلة حكمه. ولهذا فإن الحديث عن البلاط الملكي ودوره السياسي في العراق في المرحلة التي يعالجها هذا الكتاب في الوقت الراهن غالباً ما يعني الحديث عن الملك فيصل الأول ودوره السياسي فمواقف البلاط ولا سيما في القضايا المهمة والأساسية هي مواقف الملك فيصل ليس إلا.
وقد اتضحت هذه الحقيقة منذ لحظة تأسيس البلاط الملكي إذ وجدت صفات الملك ومزاياه الشخصية انعكاساً لها في البلاط ومؤسساته وأسلوب العمل فيه. فالخُلق الرفيع والتواضع الجم الحلم الواسع والكفاءة الإدارية وغير ذلك من الصفات الحميدة التي كان الملك فيصل الأول يتصف بها انعكست على مؤسسات البلاط وأسلوب العمل فيه فأصبح البلاط صورة للتآلف والوحدة يمثل موظفوه جميع القوميات والأديان الموجودة في العراق في إطار موازنة دقيقة تتأتى به عن الحساسيات والعقد، وغدا مثالاً للبساطة والتواضع بعيداً كل البعد عن الأبهة والبهرجة سواء في بنايته أو أثاثه أو حتى في الدوائر التي يتألف منها إلى جانب تواضعه الشديد في المصروفات والتزامه في كل ما يتعلق بها التزاماً صارماً بالقوانين والتعليمات النافذة في الدولة سواء ذلك في البلاط أو الخزينة أو في المزارع الملكية التي كانت تؤلف أحد إيرادات الخزينة.
