يعالج هذا الكتاب الآثار الإقتصادية والمالية الناجمة عن إنخفاض أسعار النفط، ولا سيما في الدول الأكثر تأثراً بهذا الإنخفاض كالهند والصين وروسيا وإيران، علاوة على الدول المنتجة نفسها، وبالتحديد دول الخليج العربي.
ويرى الكاتب أن أسباب الهبوط الحاد في أسعار النفط هي الوفرة جراء إنتاج النفط الصخري الأميركي، وتجاوز بعض دول أوبك حصصها الإنتاجية، وتباطؤ النمو الإقتصادي في الصين الذي أدى إلى تراجع الطلب على النفط.
غير أن الكاتب يعتقد أن ثمة أسباباً سياسية لهذا الإنخفاض، من بينها رغبة الولايات المتحدة الأميركية والمملكة العربية السعودية في خفض الأسعار وتواطؤهما على ذلك ما يمكّنهما من الضغط على إيران لإضعاف مكانتها في المشرق العربي، وعلى روسيا لضعضعة نفوذها في أوكرانيا.
