جاء تطوُّر شبكة الإنترنت والحاسبات الآلية التي تواكبها إنجازاً علمياً عظيماً للبشرية، وشَكَّلَ الإثنان معاً ما عُرف بالفضاء الإلكتروني؛ أي "مملكة شبكات الحاسبات الآلية، ومن يستخدمونها، والتي يتم من خلالها تخزين المعلومات ومشاركتها وتداولها على الإنترنت".
وتتوارى خلف هذا التعرف سلسلة غير متناهية من الأنشطة اليومية العالمية على الإنترنت، التي يمكن أن تشمل أموراً متعددة، تبدأ من إرسال تهنئة بسيطة إلى أحد الأصدقاء في مكان ما من معالم بمناسبة ذكرى ميلاده، أو تبادل الشركات والمراكز العلاجية البيانات مع نظيراتها، ولا تنتهي بالحوارات القائمة داخل الحكومات أو بين بعضها بعضاً؛ فقد كان الهدف الأساسي من إختراع الإنترنت وتطويرها أن تكون مجانيةً وفي متناول الجميع، إذ كان مخترعوها يأملون في أن يتمكن العلم من خدمة البشرية بتيسير الوصول إلى المعلومات.
تحقَّقَ هذا الهدف النبيل والمثالي في صور شتى، من بينها الأمثلة المذكورة هنا؛ فالإنترنت، هي بكل المقاييس، تطور مذهل يحفز الرخاء العالمي، لكنَّ هنا ليس كل ما في الأمر؛ فالإنترنت مهَّدت الطريق - في الوقت نفسه - لواقع أكثر قُبحاً؛ فالمجرمون على شبكة الإنترنت يرتكبون الكثير من الجرائم الإلكترونية، مثل: سرقة بيانات الملكية؛ ليحققوا من خلالها مكاسب مالية ضخمة، كما أن المنظمات الإرهابية (مثل: تنظيم داعش) تستخدم الإنترنت وسيلةً لترويج أفكارها العنيفة، وتشجيع أتباعها، وجذب أنصار جُدد.
