طُبع لأول مرة عام (1296هـ/ 1879م) باللغة التركية في (إسطنبول، وتلك هي أول ترجمة عربية له، جاء صدوره في وقت عصيب؛ ليشحن القُراء - آنذاك - بالأمل في نهضة جديدة، بإطلاعهم على ما وصل إليه المسلمون من مدنية على مستوى العالم بفضل إهتمامهم بالعلم والمعرفة، في الوقت الذي كان ينبهر فيه البعض بالمدنية الأوروبية الحديثة التي أخذت تسيطر على العالم بآلتها العسكرية، وتأكيده على أن المسلمين يمكن بذلك الطريق نفسه أن يستعيدوا مشاركتهم في المدينة الحديثة.
يركز شمس الدين سامي فراشري على "المدنية الإسلامية" وإسهاماتها على المستوى العالمي في كل المجالات العلمية، وأن "المدنية الأوروبية الحديثة" قامت بالإستناد إلى "المدينة الإسلامية"، ولم تولد مباشرة من "المدنية اليونانية القديمة".
كما يُلحّ علي: إعلاء قيمة الإنسان والعقل، وأن الإسلام ليس دين عنف، ولم ينتشر بالسيف، ولا يتعارض مع العلم والحقيقة والحياة، بل يرتبط إرتباطاً وثيقاً بالمدينة وأن التمدّن لا يبدأ من فراغ ولا يختص بشعب؛ بل هو حصيلة التراكم البشري.
