لم يكن لإنجلترا وجود على الخريطة التجارية في شرقي البحر المتوسط بنهاية القرن الثامن عشر؛ نتيجه للوجود الفرنسي الذي كان له دور بارز في العملية التجارية في هذه المنطقة لكن تغير الحال في النصف الأول من القرن التاسع عشر؛ نتيجة لفقد فرنسا سطوتها التجارية, الأمر الذي جعل إنجلترا تتميز تجاريًا, نظرًا لجودة الأقمشه القطنية الإنجليزية وانخفاض أسعارها كما أسفر نظام الاحتكار الذي اتبعه محمد علي باشا عن تعاظم القوى الاقتصادية, فقد نجح في توسيع الرقعة الزراعية, وزيادة المحاصيل وتنوعها, والدليل على ذلك محصول القطن وحده الذي رفع قيمة الإنتاج السنوي في مصر لعام 1823م، بما يزيد عن السدس, وزود مصر بدخل قارب على ثلاثين مليون فرنك(1.4 مليون جنيه مصري).
وقد كان للثورة الصناعية في أوروبا رأى آخر, حيث أدّت إلى زيادة إنتاج السلع مما حدا بأصحاب المصانع الأوروبية إلى البحث عن أسواق خارجية لتصريف هذه المنتجات دون خسارة, لكن تجربة محمد علي القائمة على نهضة مصر في شتّى المجالات، وخاصة المجال الاقتصادي, قفلت باب السوق المصري في وجه هؤلاء الأوروبيين - وإنجلترا تحديدًا، التي كانت تُعد أكبر دولة صناعية في العالم في ذلك الوقت - لذا فقد سَعت لإلغاء نظام الاحتكار، الذي كان بمثابة حجر الزاوية في قوة محمد علي الاقتصادية, وتمّ لها ما أرادت عندما وَقّعت مع الدولة العثمانية اتفاقية بلطة ليمان palta lemmane التجارية في 16 أغسطس 1838م، والتي نصت على إلغاء نظام الاحتكار, كما أُجبر محمد علي على تنفيذ بنودها فيما بعد.
