الدولة العلمانية ليست تسميةً تاريخيةً، إنّها مظهر لتحوّل معرفيّ، انبنت على قول فلسفيّ وتبدّل في البنى الإقتصادية والسياسية والإجتماعية، فالكنيسة التي قبضت على الحياة الإنسانية في القارة الأوروبية، فقدت القدرة على الإستجابة لمتطلباتها، ولم يعُد جهازها التقليدي قادراً على الإجابة عليها إن من الناحية المعرفية أو الوظيفية.
فالتطور فرض وظائف إجتماعيةً جديدةً، تقتضي وجود أجهزة جديدة للقيام بها، وهو ما اقتضى تغيراً في بنى المؤسسة التي تحكم المجتمع.
فالدولة العلمانية تعبِّر وبشكل جليّ عن تطورٍ في نمط الحياة الأوروبيّة، أخذ يتحوّل حاملاً في طياته روح العصر الجديد الذي لم يقطع مع الماضي، ولكنّه أعاد معننته طبقاً لمعطيات جديدة، أخذاً بعين الإعتبار التجربة الذاتية للأمم التي تبنّت هذه المقولة.
فهذه الدولة نتيجة إعادة تفكُّرٍ في العالم في لحظة تاريخية؛ أخذ الإنسان يطرح الإشكاليات القديمة حول الدين والعلاقة بالآخر والسياسة والإجتماع... بمعنًى آخر أخذ يتفكر في الجدليات الثلاثية: الله والعالم والإنسان، ولكنّه لم يبقِها في مكانها، إنّما أخذها إلى مجالات فلسفية وعلمية جديدة، شكّلت قواعد نظريةً وأسساً فلسفيّةً، ساهمت في تبلور "علمانية" بعدما تفاعلت مع مختلف النظريات الفكرية والفلسفية والعلمية التحررية، التي أتى بها عصر التنوير، كالعقل والحرية والتسامح وفصل الدين عن الدولة والحقوق السياسية والمجتمع المدنيّ...
